HQS
is working on a joint project with the Instituto
da Qualidade em Saude (IQS) to develop a national
quality improvement and quality assurance programme
for Portuguese hospitals. The work in being undertaken
in three phases:
Phase
1: a standards manual has been developed to reflect
the laws, regulations, custom and practice in Portugal
based on the 1997 UK manual. 22 hospitals are currently
taking part.

All are supported by an HQS Client Manager. 35 senior Portuguese
professionals have been trained as surveyors to undertake
the external assessments, initially in conjunction with UK
based professional staff. Amadora Sintra Hospital in Lisbon
was the first to be awarded accreditation.
Phase 2: the work will be evaluated and the application process
and standards amended as required. The national accreditation
body will be established to deliver the new programme.
Phase 3: HQS will monitor and assist the new accreditation
body in developing its own standards and in applying the assessment
process to the remaining hospitals in the country.
